Results 2009-2013

The purpose of the 91社区 Training and Retention of Health Professionals Project is to ensure that English-speaking people can communicate in their own language with the professionals serving their needs within Quebec鈥檚 health and social services system.

A sum of $19M, funded through the Official Languages Health Contribution Program, has been allocated over a four-year period from April 01, 2009 to March 31, 2013, the first fiscal year 2008-2009 having been considered an extension of the previous Contribution Program. The annual breakdown of the $19M budget for 2009-2013 is as follows:

2009-2010 - $4.5 M
2010-2011 - $4.7 M
2011-2012 - $4.8 M
2012-2013 - $5 M

Total - $19 M

The Project pursues this objective with three measures听:

  • Measure 1 - language training for French and English-speaking health and social services personnel;
  • Measure 2 - retention and distance professional and community support to increase the number of English-speaking personnel and the range of services to communities;
  • Measure 3 - a research program to identify language barriers to services and best practices to reduce or eliminate these barriers.

Measure 1 - Language Training Program - Overall Profile 2009-2013

Program summary

The Language Training Program, Measure 1, has three components. The first two pertain to English and French for professional purposes courses offered through the regional language training projects designed and implemented by Quebec鈥檚 18听health and social services agencies (the "agencies"). The third covers support activities for the trainers giving language courses in the regions and the learners who take those courses.

The data gathered from 2009 to 2013 are presented for the three components of the Program. The statistics for the first two components, i.e. the English and French for professional purposes courses, are presented in five sections. The first section gives the data on regional planning for language training. The second concerns training activities in the regions, i.e. learner placement, number of groups formed, hours taught and other learning initiatives. The third deals with course participation; the fourth gives the course results. The final section deals with the financial resources allocated to the agencies for carrying out their regional project.

The third component, trainer and learner support activities, is covered in section six where information about the three self-study workbooks, development of the English language competency profiles for nurses and the website is presented

This document is accompanied by the Discussion Guide听which highlights the issues related to the analyses reported in the Overall profile 2009-2013. It contains a series of questions regarding each section of the Overall profile destined to encourage reflection and discussion.

Measure 2 - Retention Program - Overall Profile 2011-2013

Program summary

The objectives of 91社区鈥檚 Retention and Distance Professional and Community Support Program are to increase the participation in the Quebec health and social services system of technicians and professionals able to respond to the needs of English-speaking clients, in their own language, and increase the range of services offered in English to Quebec鈥檚 English-speaking communities. The Retention and Distance Professional and Community Support Program is comprised of three components: Retention Incentives, Distance Professional Support and Distance Community Support. It builds on partnerships with community networks, educational institutions as well as Qu茅bec鈥檚 health and social services network.

This document brings together statistics related to Component 1: Retention incentives based on the creation of internship positions in health and social services establishments, intended for students in technical and professional health and social services programs. More specifically, it reports on completed internships depending on the following indicators: type of establishment, internship duration in days, level of education, type of educational institution, discipline, and type of financing: central envelope, regional/local envelope, special supervisory support needs. It reports principal quantitative results of the Bursary program and completed hirings as well as results related to intern supervisory support, complementary support measures for interns, and promotional activities.

Measure 3 - Research Development Program - Overall Profile 2009-2013

Program summary

The 91社区 Training and Retention of Health Professionals Project includes a research component to help听achieve its overall mission of rendering health care services more accessible to English-speaking Quebecers for whom potential language barriers exist. Through its Research Development Program the project promotes research projects that identify barriers to health care access or that investigate potential means to overcome identified barriers. The program enables us to expand the project鈥檚 strategies and best practices to address the health concerns of minority language communities in Quebec. The objectives of the Research Development Program are to:

  • Understand the ways in which access to health care by linguistic minorities may be limited by linguistic, social and cultural barriers.
  • Identify and develop strategies through which identified barriers may be overcome or reduced.
  • Increase dissemination and adoption of knowledge, strategies or best practices which can address the health concerns of minority language communities.
  • Expand this emerging field of study by funding existing or new research projects.

The data gathered from 2010 to 2013 are presented for the Research Development Program. The data is presented in four sections. The first section provides a view of the demographics of researchers, by educational institution and by discipline. The second provides an overview of the research projects by research theme. The third reports the research deliverables by institution. The final section deals with the financial resources allocated to the educational institutions for carrying out their respective research projects. An appendix reports a detailed version of the project鈥檚 research deliverables.
