Pearl Eliadis on Why Quebec Must Invest in Second-Stage Shelters to Break the Cycle of Violence | CQPI

Published: 23 April 2025

In a 2024 policy brief for the Collectif qu茅b茅cois pour la pr茅vention de l鈥檌tin茅rance (CQPI), Pearl Eliadis, alongside Melissa Shemirani and Angelina Freeman, highlights the urgent need for increased investment in second-stage shelters for women and children fleeing domestic and intimate partner violence. Building on a 2022 recommendation from CQPI鈥檚 Gender Research Stream, the team conducted a rapid literature review that found second-stage housing plays a vital role in bridging the gap between emergency shelters and permanent housing. The review shows that these transitional shelters are linked to improved housing stability and a reduced likelihood of women returning to abusive partners, thanks to the added security and support services they offer. However, Eliadis and her co-authors note that significant research gaps remain, especially regarding long-term outcomes after women leave second-stage shelters. Their findings reinforce calls for greater funding and capacity for transitional housing in Quebec, as well as a stronger evidence base to guide policy and support survivors' long-term independence.
